Understanding High-Wind Hazards on Construction Sites

High winds increase forces on everything above ground level: scaffolds, formwork, crane loads, temporary roofs, fencing, and stacked materials. Even moderate gusts can dislodge unfastened items and blow them into walkways, public roads, or neighboring properties.

Common high-wind hazards on jobsites include:

  • Unsecured plywood, insulation boards, rebar, and steel decking becoming projectiles
  • Temporary fencing, hoarding, and tarps acting like sails and pulling over supports
  • Scaffolding, mobile elevating work platforms, and ladders tipping or shifting
  • Cranes and hoists experiencing excessive side loading or uncontrolled load swing
  • Roof work platforms and incomplete structures becoming unstable
  • Dust and debris reducing visibility and respiratory safety

OSHA requires employers to ensure scaffolds and other equipment are not used in high winds unless a competent person determines it is safe and workers are protected by personal fall arrest systems or wind screens. This means you must have clear trigger points for stopping work and securing the site before winds reach hazardous levels.

Planning for High Winds Before They Hit

Securing a jobsite against high winds starts well before the weather changes. Pre-planning should be part of the project safety plan, discussed in pre-start meetings, and refreshed in toolbox talks as seasons change.

Key planning actions include:

  • Establishing wind speed thresholds that trigger different levels of response (for example: at 20–25 mph secure loose materials; at 30–35 mph stop crane operations; at higher speeds suspend all elevated work, based on equipment manufacturer guidance and regulations).
  • Reviewing equipment manuals for specific wind limits for cranes, MEWPs, scaffolds, formwork systems, and temporary roofs.
  • Identifying “wind-vulnerable” areas: roof edges, open floors, scaffolding runs, high-rise structures, hoists, and material laydown yards.
  • Pre-assigning responsibilities: who checks scaffolds, who secures materials, who verifies cranes are in out-of-service condition.
  • Establishing communication channels to share weather alerts and shutdown decisions quickly with all crews, including subcontractors.

Weather monitoring should be continuous on larger sites or where cranes and tall structures are in use. Relying on a phone app is not enough. Site management should use reliable local forecasts and, where justified, portable anemometers at height to track actual wind conditions.

Securing Materials and Equipment Before and During High Winds

A large share of wind damage comes from items that should have been tied down, banded, or removed. Good housekeeping is the first line of defense.

Practical controls to implement:

  • Store materials low and secure: Keep stored materials, such as rebar bundles, formwork, and lumber, as low to the ground as possible and band them tightly. Use chocks and restraints to stop rolling or sliding.
  • Tie down loose items: Tarps, plastic sheeting, insulation boards, traffic cones, signage, and temporary barriers must be tied down or removed when winds are expected.
  • Remove or secure rubbish: Debris, off-cuts, and packaging should be placed in covered, anchored skips or containers. Open, overflowing bins are a red flag before high winds.
  • Secure tools and small equipment: Portable generators, saws, gas bottles, and toolboxes must not be left loose on floors or roofs. Use chains, straps, or bring them down to protected zones.
  • Manage hoardings and fences: Temporary fencing should be braced and ballasted in line with manufacturer guidance. Remove or roll up large mesh or fabric panels when high winds are predicted to prevent a “sail effect.”

When winds rise, stop lifting operations according to the manufacturer’s wind limits. This includes tower cranes, mobile cranes, telehandlers, and hoists. Once stopped, put cranes into the correct out-of-service condition (for example, free slew mode where specified) and secure hooks, blocks, and loads so they cannot swing uncontrolled.

Protecting Scaffolds and Elevated Work Areas

Scaffolding and platforms are especially vulnerable to wind loading, particularly when sheeting or netting has been installed. Even if the scaffold is correctly erected, added sheeting can drastically increase the forces on the structure.

Critical points for scaffolds in high winds:

  • Only competent scaffolders should install or remove sheeting, netting, or debris wraps, and calculations should consider likely wind speeds.
  • Remove unnecessary sheeting or netting ahead of forecast high winds if calculations and design do not support expected loads.
  • Inspect scaffolds after any high-wind event before re-use, looking for displaced ties, distorted ledgers, lifted base plates, or damaged boards.
  • Do not allow workers to remain on or under scaffold bays that are visibly moving, making unusual noises, or showing signs of distress in wind.

Workers on roofs and open floors face a double risk: being blown off edges and being struck by airborne materials. When wind speeds pick up:

  • Stop nonessential roof work and elevated activities.
  • Ensure guardrails, toeboards, and temporary edge protection are inspected and robustly fixed.
  • Require fall protection as per company and regulatory requirements, recognizing that sudden gusts can defeat an experienced worker’s balance.

Crane and Lifting Safety in Windy Conditions

Wind can cause load swing, side loading, and structural overstress in cranes and lifting accessories. The crane operator and lift supervisor must be empowered to stop work at or before manufacturer wind limits.

Key measures include:

  • Always check the equipment manual for maximum permissible wind speeds during operation and when out of service.
  • Reduce load surface area in windy conditions. Large panels, formwork frames, and prefabricated walls catch the wind; delay these lifts when gusts are near limits.
  • Never rely on workers physically restraining loads by hand lines when winds are high enough to create uncontrolled movement.
  • After high-wind events, inspect crane components, tie-ins, foundations, and surrounding ground conditions before resuming operations.

Worker Training and Communication

Controls and plans only work if crews understand them and follow them under pressure. Toolbox talks on high-wind safety should cover:

  • How to recognize changing weather conditions and early signs of hazardous winds
  • Site-specific wind thresholds and what actions are required at each level
  • Locations of safe areas and muster points away from potential falling or flying objects
  • Steps to take before leaving the site each day during windy seasons to ensure the job is left in a safe condition

Encourage workers to report unsecured materials, flapping sheeting, or unstable fencing as soon as they see it, not just before a storm. Empowering people to “stop the job” when wind risks are evident is essential.

Documentation matters as well. Record wind decisions, shutdowns, and post-event inspections. This supports compliance with regulatory expectations for planning, monitoring, and reviewing work in changing weather conditions.

By integrating wind planning into daily site management, maintaining disciplined housekeeping, and respecting equipment limits, construction teams can significantly reduce the risks from high winds and protect both people and property.
